WASHINGTON – Aug. 20, 2010 – According to the National Association of Realtors® (NAR), the dominant thread at this week’s federal housing conference on the future was about retaining the Federal Housing Authority (FHA) to ensure finance availability for lower- and moderate-income households, and the re-shaping of Fannie Mae and Freddie Mac into something that backstops losses after private insurers take their lumps. The Treasury and the U.S. Department of Housing and Urban Development hosted the conference.

At least for the near term, most of the academics and business leaders participating seem to agree: Some form of government backstopping of the mortgage market is necessary, but it won’t be under the terms that we’ve grown familiar with. SAN FRANCISCO – Aug. 19, 2010 – According to Trulia.com’s American Dream survey on attitudes toward homeownership, 27 percent of renters do not plan to buy a home – ever. Of those renters who do plan to purchase someday, 68 percent said it would be more than two years before they do.
“Large numbers of people delaying their plans to buy a home, or not planning to buy at all, could have an enormous domino delaying effect on economic recovery in the U.S.,” says Pete Flint, CEO of Trulia. “Renters converting into buyers are crucial to turning around the housing slump, but the current economic crisis is causing people to become very hesitant to get off the fence and buy a home.”

"Webinar: DOJ’s updated ADA regulations and standards


WASHINGTON – Aug. 11, 2010 – On July 26, the U.S. Department of Justice (DOJ) issued rules to update its ADA (Americans with Disabilities Act) regulations, which creates new accessibility standards for facilities.
To help the industry understand the changes, the U.S. Access Board and DOJ will conduct a free webinar on Sept. 2 from 1:30 to 4 p.m. covering updated regulations and standards. As part of the webinar, DOJ reps will highlight what is new in the revised title II and title III regulations, including the requirements for existing facilities.
Access Board staff will explain the major changes in the new ADA standards that are based on accessibility guidelines established by the Board.
Webinar organizers say that a significant portion of the program will be reserved for an open question and answer session with the presenters.

Beware of bogus health insurance
TALLAHASSEE, Fla. – Aug. 5, 2010 – The Florida Department of Financial Services (DFS) and the Office of Insurance Regulation (OIR) issued a warning about unauthorized health insurance plans. The plans are sold under different names but backed by Association of Independent Managers (AIM), according to Florida officials.
OIR has issued a Cease and Desist Order to AIM, and preliminary OIR estimates indicate as many as 1,800 Florida consumers have already purchased these bogus health plans.
“Bogus health insurance scams rob consumers of their hard-earned money and also leave them uncovered in the event that medical care is needed,” said CFO Alex Sink, who oversees DFS read more from florida realtors

 Congress restores rural mortgage help


WASHINGTON – July 30, 2010 – The restoration of the single-family rural housing program that would guarantee home loans for rural buyers was passed by the Senate today and is on its way to President Obama.
The National Association of Realtors has vigorously lobbied to restore funding for the rural program since last March, and hailed this development as a great victory for rural homebuyers.
“This is going to be a great lift for thousands of rural home buyers who need to close on their home purchases before Sept. 30 to take advantage of the home buyer tax credit,” said NAR President Vicki Cox Golder. “Many rural families would have been left out in the cold without these guaranteed loans. Increasing the commitment authority will help rural families, support local housing markets, create jobs and generate new tax revenues.”
“The rural housing program is a good example of the kind of program needed for responsible and qualified home buyers who bring common sense to the housing market,” said Golder. The legislation increases the guarantee fee for borrowers, but allows the fee to be financed. “This change will make the program completely self-sufficient,” she said.
Golder thanked Sen. Michael Bennet (D-Colo.), and Reps. Paul Kanjorski (D-Pa.) and Shelley Moore Capito (R-W.Va.) for moving the bill to passage in both houses.
The legislation was part of H.R. 4899, “The Emergency Supplemental Appropriations Act” that the Senate passed this week. The measure increases the Rural Housing Service commitment authority allowing guaranteed loans; previously, RHS has been providing conditional commitments. The RHS is expected to announce new guidelines shortly after the president signs the bill

"NAR: Pending home sales ease in post-tax credit market

WASHINGTON – Aug. 3, 2010 – Pending home sales edged down with near-term sales expected to be notably lower in contrast to the spring surge when buyers rushed to take advantage of the homebuyer tax credit, according to the National Association of Realtors.
The Pending Home Sales Index, a forward-looking indicator, declined 2.6 percent to 75.7 based on contracts signed in June from an upwardly revised level of 77.7 in May, and is 18.6 percent below June 2009 when it was 93.0.  "WASHINGTON – Aug. 2, 2010 – Testifying last week before a U.S. House panel, Jim Helsel, treasurer of the National Association of Realtors and commercial real estate specialist, told members that a strong commercial real estate sector is vital to millions of U.S. jobs and helps keep the national economy afloat.
“As the leading advocate for private property rights, NAR believes it is critical for Congress to act soon and to get capital flowing to small businesses and to the commercial real estate market,” Helsel told the House Committee on Financial Services.
“Lack of available credit remains a significant challenge for our industry right now,” Helsel said. He commended the panel for passage in June of H.R. 5297, “The Small Business Lending Fund Act of 2010,” which ensures community banks have both the incentive and capacity to increase total loans to small businesses.
